Application and enrolment in secondary schools

Candidates apply for enrolment in education programmes using the website https://srednje.e-upisi.hr, which acts as a gateway to the National Information System for Application and Enrolment in Secondary Schools (National Information System)

a) Candidates completing primary education in the regular education system in the Republic of Croatia in 2023 - they will receive an electronic identity from the AAI@EduHr system at their school, i.e. a username and password for signing in to the system. All personal information, grades and results achieved in competitions in school subjects or sports for these candidates are automatically transferred from the e-Register and these candidates do not need to deliver the related documentation to their head teachers.

b) Candidates completing primary education in the regular education system in the Republic of Croatia in 2023, but who completed at least one of the previous school years abroad - they should deliver annual report cards for the years completed abroad (translated and certified by a certified court interpreter), and the teacher enters this data in the National Information System.
 
c) Candidates who are currently enrolled in the regular education system in the Republic of Croatia, but will not complete primary education in 2023 - these are the candidates who, generally speaking, enrol in parallel art programmes, or candidates who did not successfully complete the first year of secondary school, did not leave that school and wish to repeat the first year, but in another school, or candidates who enrol in another education programme in the same secondary school. Since these candidates already have the AAI@EduHr electronic identity, but they are not automatically activated as system users, their accounts must be activated in the manner described in the publication which will be available at the website . 
 
d) Candidates completing or having completed primary education outside of the Republic of Croatia - in order to be able to sign in to the system, these candidates need to register on the website, and then they will receive their @upisi.hr electronic identity from the Central Applications Office at the Agency for Science and Higher Education. The candidate delivers all documentation and report cards (diplomas) to the Central Applications Office.
Students completing their primary education abroad after the end of the summer admission period in the Republic of Croatia can enrol in one of the education programmes they are applying for within the autumn admission period, provided that they have the same number of points needed for admission as the final student enrolled in that programme during the summer admission period, or more points than that student. The admission of these students is carried out by the Ministry of Science and Education through the National Information System.

Applying via the website srednje.e-upisi.hr

In order to apply via the website, the candidate uses their electronic identity from the AAI@EduHr system or their @upisi.hr electronic identity. They will need to enter their username and password.

Application of pupils with developmental disabilities

Candidates with developmental disabilities who have completed primary education, or a part of their primary education, pursuant to a decision of the county administration department in charge of education, or the City Office for Education, Sport and Youth of the City of Zagreb, submit their application for enrolment to the administration department of education in the relevant county or in the City of Zagreb.
 
When applying for a programme, the candidates are required to attach the decision of the county administration department in charge of education and the expert opinion of the Office for Professional Guidance at the Croatian Employment Service regarding the competences and motivation of the student for usually six and at least three secondary education programmes pursuant to the appropriate education programme.
 
In order to apply for the programmes, the candidate needs to contact the application council in the department in charge of education in their county or in the City of Zagreb, and list all education programmes and secondary schools in which those programmes are carried out in the form. It is essential to list the education programmes starting with the education programme which the candidate wishes to enrol in the most.
 
In the school year 2023/2024, for the first time, in order to enrol in the first year of secondary school, candidates with developmental disabilities who have completed primary school, or a part of primary education, pursuant to a decision of the county administration department in charge of education, or the City Office for Education, Sports and Youth of the City of Zagreb, are required to take a special exam, with an adjustment of the examination technology

Review of entered grades and other candidate data in the National Information System

The candidates are required to check their personal data, primary school grades, and, if available, results obtained in the national and international competitions, as well as all other data entered in the National Information System, in accordance with the deadlines stated in the Calendar. If the data are incorrect, candidates need to report this to their head teacher as soon as possible.

Evaluation elements

COMMON EVALUATION ELEMENT

The common evaluation element for the enrolment of candidates in all secondary education programmes are the averages of all final grades in all school subjects, rounded to two decimal places, for the final four years of primary school.
Depending on the programme that the candidate wishes to enrol in, the common evaluation element can also include final grades from the final two years of primary education in school subjects Croatian language, Mathematics, and the main foreign language, as well as the three subjects relevant for the enrolment in a certain programme.
 
ADDITIONAL ELEMENT

The additional evaluation element is comprised of competences, talents and knowledge of the candidate which are proven and evaluated on the basis of:
  1.  the examination of special knowledge, skills, competences and talents;
  2.  results achieved in knowledge competitions;
  3.  results achieved in competitions of school sports associations.
 
EXTRA POINTS

Moreover, there is another evaluation element supplementary to the common and additional evaluation element:
  1. Candidates who belong to the Roma national minority receive two points in addition to the points achieved in the evaluation process.
  2. Candidates who are children without parents or adequate parental care, pursuant to the act regulating social welfare, receive one point in addition to the points achieved in the evaluation process.
 
SPECIAL CANDIDATE EVALUATION ELEMENT

Candidates are entitled to the special evaluation element if they hold the final place in the ranking list along with two or more candidates within the quota, i.e. if they have:
  1.  health issues
  2.  disadvantaged education conditions due to adverse economic, social and educational factors.  

Enrolment prerequisites

Some secondary schools have certain prerequisites which need to be met in order to apply or enrol in certain programmes. Since it is not possible to enrol in a certain education programme without meeting all of the prerequisites, all candidates must be informed of them in due time on the website, in the tab Schools and Programmes, or on the websites of secondary schools.

Application for education programmes

The candidates apply for enrolment and enrol in the first year of secondary school in the school year 2023/2024 in the summer, autumn and additional admission period.
It is possible to apply for a maximum of 6 education programmes in the summer and autumn admission period.

Continuous tracking of scores

It is possible to track your scores for each programme you applied for from the beginning of the application period at the website in the tab My Results.

Filing an appeal

If a candidate notices any irregularities, they must do the following as soon as possible:
• they must notify their head teacher in case of incorrect or incomplete grades or personal information;
• in case of irregularities in scoring the skills and talents exam, they must contact the secondary school who carried out the exam;
• the candidates can file an appeal by filling out an appeal form available at the website  if the information is not corrected or completed in the above-stated way.
Concluding the list of priorities, signing the application forms, publication of final ranking lists
At the moment the final ranking lists are published, the pupils acquire the right to enrol in the education programme of the highest priority if they are ranked within the admission quota.
 
The publication that will be available at website gives detailed information regarding printing, signing and uploading the application form, the publication of the final ranking lists, as well as printing, signing and uploading the enrolment form which contains basic information on the education programme(s) that the candidate is eligible to enrol in. 

Autumn admission period

In the second, i.e. autumn, admission period it is possible to apply only for the education programmes for which the quota was not filled in the summer admission period.

Additional admission period

Candidates who fail to enrol in the first year of secondary school in the summer or autumn admission period may apply for enrolment in the additional admission period, which will be held in August 2023. Candidates who did not participate in the summer or autumn admission period may also apply for enrolment in the additional admission period, by directly contacting a secondary school which has available places left after the autumn admission period, and information on available places will be published at the begining of August 2023. Decision on enrolment of candidates in the additional admission period will be made by the admission council of the school based on the candidate’s written application.
 
The admission council of the school enters the information regarding enrolment of candidates in the additional admission period directly into the National Information System upon the receipt of the signed enrolment form of the candidate and other documentation needed for the enrolment.
