Priority lists

Priority lists, on the basis of which you are entitled to a housing loan or financial aid, are published in January

Priority lists, on the basis of which you are entitled to a housing loan, i.e. financial aid, are published in January at the state administration offices in the counties and the competent administrative authority of the City of Zagreb. The Housing Loan Priority list and the Financial Aid Priority list are published separately.
 
The applicant may be on both Priority lists in the same calendar year, and if they submit both applications, only the last submitted application will be taken into account.
 
If you are granted financial aid, you are no longer entitled to a housing loan, and if you are granted a housing loan, you are no longer entitled to financial aid.

Your entitlement to a housing loan or financial aid is based on the Priority List established by the Ministry of Croatian Veterans for each calendar year.

Time limits for complaints

When establishing the priority, the decisive facts as at 30 November will be taken into account. After scoring each applicant, a Draft Priority List is prepared and published in January on the website of the Ministry of Croatian Veterans.
 
You may file a complaint with regard to the Draft Priority List within 15 days of its publication. After the deadline for complaints expires, the List becomes final and the confirmed Priority Lists are published on the website of the Ministry of Croatian Veterans, and they apply from 1 March and are applicable until the publication of the confirmed Priority Lists for the following calendar year.

Contents of the List

Priority lists are established by counties depending on the applicant’s place of residence and contain:
  • the ordinal number
  • the applicant’s name and surname and date of birth
  • number of family members
  • total score
  • the purpose of the housing loan (only for the Housing Loan Priority list).
When deciding on granting housing loans or financial aid, immediate family members include the spouse or extramarital partner and children (born to married or unmarried parents, stepchildren and adopted) who at the time of the decision live with the applicant in a joint household until they reach majority, or until the completion of full-time schooling.
 
Exceptionally, children who completed full-time schooling are still recognised as members of the applicant’s immediate family if, at the time the Regulation entered into force – (if the application has already been submitted but no decision has yet been adopted) or at the time the application was submitted (if the application was submitted after the Regulation entered into force), they were in full-time schooling, but still live in a joint household.
 
Children who have been declared incapable of earning a living or independent work are considered members of the joint household, regardless of their age.

Scoring criteria

You earn a place on the Housing Loan Priority List based on your score according to the following criteria:
 
  • families of a deceased Croatian veteran and disabled Croatian Homeland War veteran with 100 percent bodily disability - groups I and II - 110 points
  • other disabled Croatian Homeland War veterans and members of the immediate family of a deceased disabled Croatian Homeland War veteran - number of points according to the percentage of the bodily disability - from 100 to 20 points
  • time spent in the camp - for each month spent in the camp - 10 points
  • time spent defending the sovereignty of the Republic of Croatia:
    • up to one month - 3 points
    • per month - 5 points
  • permanent incapacity for independent work and earning a living - per family member - 24 points
  • number of deceased relatives in accordance with Article 8 of the Act on Croatian Homeland War Veterans and their Family Members - per family member - 12 points
  • number of dependent family members (up to 15 or 26 years) - per family member - 12 points
  • housing conditions:
    • a tenant - 15 points
    • in an unsuitable flat or house - 10 points
    • with parents - 3 points.
If there are several applicants on the List with the same number of points, the applicant who has spent more time defending the sovereignty of the Republic of Croatia will have priority.

You earn a place on the Financial Aid Priority List based on your score according to the following criteria:
  • families of a deceased Croatian veteran and disabled Croatian Homeland War veteran with 100 percent bodily disability - groups I and II - 110 points
  • other disabled Croatian Homeland War veterans and members of the immediate family of a deceased disabled Croatian Homeland War veteran - number of points according to the percentage of the bodily disability - from 100 to 20 points
  • the status of a Homeland War military volunteer – 40 points
  • time spent in the camp - for each month spent in the camp - 10 points
  • time spent defending the sovereignty of the Republic of Croatia:
    • up to one month - 3 points
    • per month - 5 points.
  • permanent incapacity for independent work and earning a living - per family member - 24 points
  • number of deceased relatives in accordance with Article 8 of the Act on Croatian Homeland War Veterans and their Family Members - per family member - 12 points
  • number of dependent family members (up to 15 or 26 years) - per family member - 12 points
  • housing conditions:
    • a tenant - 15 points
    • in an unsuitable flat or house - 10 points

The order of providing care by granting a housing loan

Housing is to be provided by grouping in the following order:
  • members of the immediate and extended family of a deceased Croatian Homeland War veteran
  • members of the immediate and extended family of a missing Croatian Homeland War veteran and
  • group I-X disabled Croatian Homeland War veterans and members of the immediate family of a deceased Croatian Homeland War veteran with the same bodily disability.

The order of providing care by granting financial aid for the purchase or construction of the first property

Housing is to be provided by grouping in the following order:
  • members of the immediate and extended family of a deceased Croatian Homeland War veteran, members of the immediate and extended family of a missing Croatian Homeland War veteran and group I-X disabled Croatian Homeland War veterans and members of the immediate family of a deceased disabled Croatian Homeland War veteran with the same bodily disability
  • Homeland War military volunteers, members of the combat sector who do not have the status of a disabled Croatian Homeland War veteran or group I-X disabled Croatian Homeland War veteran, and who participated in defending the sovereignty of the Republic of Croatia for three years or more
  • Homeland War military volunteers, members of the combat sector who do not have the status of a disabled Croatian Homeland War veteran, who participated in defending the sovereignty of the Republic of Croatia for at least two years, but no more than three years, or group I-X disabled Croatian Homeland War veteran, and who participated in defending the sovereignty of the Republic of Croatia for up to three years.
