Financial aid for the first property

For the purchase or construction of the first property, you are entitled to financial aid or interest rate subsidy for loans in commercial banks up to the amount of market interest

The right to housing that involves granting financial aid for the purchase or construction of the first property (flat or house) on the market, granting financial aid for the difference in surface area, continuing construction and completion of a family house, and improving housing conditions may be exercised by:
  • members of the immediate and extended family of a deceased Croatian Homeland War veteran
  • members of the immediate and extended family of a missing Croatian Homeland War veteran and
  • a group I-X disabled Croatian Homeland War veteran and members of the immediate family of a deceased disabled Croatian Homeland War veteran with the same bodily disability.
Homeland War military volunteers who have not been granted the status of a disabled Croatian Homeland War veteran, but who participated in defending the sovereignty of the Republic of Croatia for two to three years in the combat sector are entitled to housing that involves purchasing a flat or house owned by the state or the local self-government unit in which they have continuously resided for five years and granting financial aid when purchasing the first property (flat or house) on the market, in the amount and scope provided by regulations for a disabled Croatian Homeland War veteran with 20 percent bodily disability. Homeland War military volunteers, members of the combat sector who do not have the status of a disabled Croatian Homeland War veteran, and who participated in defending the sovereignty of the Republic of Croatia for three years or more in the combat sector are entitled to housing in the amount and scope set out in the regulations for a disabled Croatian Homeland War veteran with 30 percent bodily disability.

Financial aid amount

The amount of financial aid (FP) for the purchase or construction of the first property (flat or house) on the market for disabled Croatian Homeland War veterans is determined as a product of the value of the standard construction price (E), the corresponding surface area of the flat (P) referred to in Article 11 of the Regulation on housing for family members of a deceased, imprisoned or missing Croatian Homeland War veteran, disabled Croatian Homeland War veterans and Homeland War military volunteers and the percentage of bodily disability (O) calculated as follows:

Homeland War military volunteers, members of the combat sector who do not have the status of a disabled Croatian Homeland War veteran, and who participated in defending the sovereignty of the Republic of Croatia for at least two years are entitled to housing that involves granting financial aid when purchasing the first property, in the amount provided for disabled Croatian Homeland War veterans with 20 percent bodily disability (O=20%), while Homeland War military volunteers, members of the combat sector who do not have the status of a disabled Croatian Homeland War veteran, and who participated in defending the sovereignty of the Republic of Croatia for three years or more are entitled to housing that involves granting of financial aid when purchasing the first property in the amount provided for a disabled Croatian Homeland War veteran with 30 percent bodily disability (O=30 %).

The value of the standard construction price is determined by the Ministry competent for construction and it currently amounts to 796,34 EUR.

Submitting the application and mandatory documentation

The application for financial aid is to be submitted by registered mail or electronically to the address of the Ministry of Croatian Veterans (Trg Nevenke Topalušić 1, Zagreb) by using the stipulated form.

The application must be submitted no later than 30 November of the current year for the following calendar year.

You are not entitled to financial aid:

  • if you own a suitable flat or house, entered in the land register or not, regardless of the location of the property
  • if you use such a flat or house as a protected tenant for an indefinite period, unless you return that flat within six months of the decision on the right to housing
  • if you owned a suitable flat or house that you sold, donated, exchanged or otherwise alienated after the start of the Homeland War, regardless of the location of the property
  • if, under regulations on the sale of flats with attached tenancy right, you ceded the said right to another tenant thus enabling that other tenant to purchase the flat on more favourable terms
  • if you have ceded to another person or pursuant to a division agreement exchanged your corresponding inherited share of the house or flat for another right in rem under the inheritance regulations, regardless of the location of the real estate
  • if you have been provided with housing with an appropriate surface area under the regulations on renovation, in such a manner that the renovated house or flat was classified as having suffered category IV, V or VI damage
  • if you have been provided with housing by being granted a flat or housing loan under previous regulations on the rights of Croatian Homeland War veterans and their family members
  • if you have been provided with housing with an appropriate surface area under regulations on surface areas of special state concern that involved the donation of a state-owned house or flat, donation of construction materials for the repair, renovation, construction or reconstruction of a house or flat, and
  • if you have been provided with housing with an appropriate surface area at the expense of the state budget of the Republic of Croatia, but under another special regulation.
