International students studying in Croatia

All information for international students studying in the Republic of Croatia is available on the “Study in Croatia” portal


Ever since the Republic of Croatia joined the EU, full-time students who are citizens of EU member states (EU students) have the same rights of access to the education system as students who are citizens of the Republic of Croatia.

In addition, access to the education system implies the right to pay the same tuition fee as students who are citizens of the Republic of Croatia. Consequently, the right to a tuition subsidy enjoyed by students who are citizens of the Republic of Croatia also applies to EU students.  Full-time EU students are entitled to subsidised meals, in the same manner as Croatian students.

Third country students enrol in higher education institutions in Croatia within foreigner quotas and pay tuition fees determined by the institutions themselves.

Foreign students can study in the Republic of Croatia within the framework of bilateral intergovernmental programmes or they can attend study programmes within the framework of the EU programme for education, training, youth and sport ERASMUS+ and the regional programme CEEPUS (Central European Exchange Programme for University Studies). The implementation of these programmes is under the competence of the Agency for Mobility and EU programmes.
