Issuance of Aerial Imaging and Clearances for the Use of Aerial Imagery

Aerial imaging and clearances for the use of aerial imagery are issued by the State Geodetic Administration (SGA).

For an aerial imaging or clearance for the use of aerial imagery to be issued, a properly completed application must be submitted along with all required enclosures. The application must be submitted by the party commissioning the imaging, or a legal or physical person authorised by the party commissioning the imaging.

An application is submitted through the e-application for the issuance of aerial imaging and clearances for the use of aerial imagery.

Application for Aerial Imaging Clearance

To Be Enclosed with an Application

The following must be enclosed with an application for the issuance of an aerial imaging clearance:
  • Proof of registration for performing the aerial imaging activity for the party performing aerial imaging (registration authority competent for the area where the legal and/or physical person is established, NKD-74.20 in the Republic of Croatia);
  • Proof of registration for performing the aerial imaging activity for a foreign party performing aerial imaging must be provided in a certified translation into Croatian;
  • An imaging plan must be marked on the interactive map in the e-application. If you are unable to submit the application through the e-application, you can submit the imaging plan on an appropriate cartographic dataset, in an appropriate scale, with the marked imaging area and a list of breakpoint coordinates of the imaging area (use datasets from Geoportal Državne geodetske uprave);
  • Consent of the owner or user of the location and construction for targeted imaging;
  • Consent of the competent public authority for targeted imaging of protected areas of nature (strict reserves, special reserves, national parks and nature parks). Check the protected areas on Bioportal
  • The party commissioning the imaging/submitting an application is obliged to label all enclosures provided with the application.

Aerial Imaging Clearance

After a complete application has been submitted, the State Geodetic Administration shall issue an aerial imaging clearance to the applicant. 
 
An aerial Imaging clearance is issued for the period of time specified in the application, or for a maximum period of up to three months.

A clearance is issued for each individual aerial imaging.

A clearance may be issued for several imaging projects in a certain period of time, such as for the purpose of reporting on cultural and sports events, as well as extraordinary events such as traffic jams, major traffic accidents, natural disasters (floods, fires, etc.). Such clearances may be issued to television broadcasters with a national concession and to legal or physical persons performing aerial imaging for them.

Application for Clearance for the Use of Aerial Imagery

To Be Enclosed with an Application

The following must be enclosed with an application for the issuance of a clearance for the use of aerial Imagery:
  • Delivery note; 
  • All recorded material in accordance with the aerial imaging clearance issued;
  • Plan of realised imaging in .shp or .kml format;
  • The party commissioning the imaging/submitting an application is obliged to label all enclosures provided with the application;
  • An application for the issuance of a clearance for the use of aerial Imagery may only be submitted through the e-application if the previous application for the issuance of an aerial imaging clearance was submitted through the e-application.

Clearance for the Use of Aerial Imagery

The party commissioning the imaging that has been issued an aerial imaging clearance is obliged to deliver the aerial imagery taken to the State Geodetic Administration for examination immediately after the imaging, or within 8 days at the latest. 

The aerial imagery taken is delivered via a link when submitting an application for the issuance of a clearance for the use of aerial Imagery in the e-application.

If you are unable to submit an application through the e-application, you can deliver the aerial imagery taken to the address snimanjeizzraka@dgu.hr sorted into separated folders by the area of aerial imaging, along with an application for the issuance of a clearance for the use of aerial Imagery and a delivery note

The aerial imagery taken is delivered for examination unprocessed, and remains stored in the State Geodetic Administration archives. 

Aerial imagery taken with a clearance issued by the Ministry of Defence (MoD) may not be delivered via a link, but on a standard data carrier (USB, removable disk, CD, DVD) to the address:

Such imagery is examined by the Commission for Examining Aerial Imagery made up of SGA and MoD representatives.
Up to 2GB of data can be delivered via a link. Anything bigger than that must be delivered on a standard data carrier as mentioned above.
Upon examination, and based on the Commission’s decision, the State Geodetic Administration shall issue a clearance for the use of aerial Imagery.

NOTE: Targeted aerial imaging of isolated locations and buildings for the needs of their owners/users may be carried out by unmanned aerial vehicle systems without an aerial imaging clearance. Aerial imagery taken in this way may be used without restrictions.
