Complaint to Labour Inspectorate

The Labour Inspectorate of the Ministry of Labour, Pension System, Family and Social Policy performs the inspection and other professional tasks in the field of labour and occupational health and safety, unless otherwise prescribed by a special law, i.e. performs inspections of the implementation of laws and other regulations governing labour relations and occupational health and safety.
 
The inspection is initiated by the labour inspector ex officio, and exceptionally at the request of the party, when it is prescribed by law.
 
In assessing the existence of reasons for initiating the inspection ex officio within the scope of the Labour Inspectorate, petitions or other notifications of natural and legal persons indicating the need to protect the public interest shall be taken into account.

Complaint content

In order to effectively perform inspections within the competence of the Labour Inspectorate, the complaint must contain at least the following data:
  • the name of the body to which it is addressed;
  • basic data on the entity the illegal nature of whose business activities are being pointed out (name, address of the seat, address where the activities are carried out, etc.);
  • a factual description of the illegality being reported. 

Protection of complainant’s identity

Although as a complainant you are not required to provide data on your identity, if you wish to be informed in writing of the situation and measures taken, please provide your name, surname and address (place, street and house number) or the name and surname and address of your representative.

It is also useful to provide a telephone number or an e-mail address through which the labour inspector can contact you if necessary.
 
If, in view of the content of the received complaint, the labour inspector is not authorised to perform the inspection or take measures, they shall notify the complainant in writing.
 
The labour inspector shall keep the identity of the complainant secret while performing inspection activities, except when the identity of the complainant is important due to the need to conduct the inspection, and the complainant has given a written consent that their identity may be revealed.
 

How to file a complaint


You can file a complaint by post, e-mail or fax. You can submit it by telephone (unless a violation of the complainant's right is being reported, for which a written and signed application is important) or in person during office hours for clients in regional and branch offices of the Labour Inspectorate, or you can submit your complaint during office hours in the registry of the Central Office, locally competent regional or branch office of the Labour Inspectorate.
 
The complaint can be submitted online, by filling in the provided forms for the submission of the complaint to the Labour Inspectorate (in the case of a known Croatian Personal ID Number of the employer).
 

Filing a complaint in person

Petitions (complaints) can be submitted in person at the Registry department of the Central Office, at the seat of the locally competent regional office or at the applicant's nearest locally competent branch office of the Labour Inspectorate, during office hours of the Central Office, regional or branch office.

Office hours for clients

All tasks within the scope and territorial jurisdiction of the regional office of the Labour Inspectorate are performed within the daily working hours of regional and branch offices. Daily working hours in regional offices and branch offices of regional offices are from 7.30 to 15.30.
During regular working hours, regular working hours are determined for working with clients, and this is a determined time in which clients are taken in on working days in the headquarters of regional offices and in branch offices of regional offices.

During working hours, the headquarters of regional offices have inspectors on duty who also have regular hours for clients, during which they also receive petitions from citizens.
 
The office hours for clients in the branch offices of regional offices are determined according to local provisions and stated at the entrance to regional offices and branch offices of regional offices of the Labour Inspectorate.
