Homeless shelters

Pursuant to the Social Welfare Act, the care for this socially vulnerable group is under the jurisdiction of large cities and county seats

Homeless persons

The Social Welfare Act defines a homeless person as a person without a place to live and without means to meet housing needs, accommodated in or using the services of organised housing in a shelter or an overnight shelter, or staying in public or other locations not intended for dwelling purposes.

Care of homeless persons falls under the jurisdiction of large cities and towns that are county seats.

Large cities and towns that are county seats have to allocate funds in their budgets for the service of feeding the homeless in soup kitchens, as well as for the service of accommodation in shelters or overnight shelters for the homeless, in the manner prescribed by the Act.

Homeless persons are entitled to all rights under the social welfare system for which they meet the conditions pursuant to the Act.

Shelters/overnight shelters

In 2021, there were 16 active shelters and overnight shelters for homeless persons in the Republic of Croatia, namely in Zagreb (3), Rijeka (3), Osijek (1), Split (1), Kaštela (1), Šibenik (1), Zadar (1), Dubrovnik (1), Pula (1), Karlovac (1), Varaždin (1) and Slavonski Brod (1), with overall accommodation capacities for 444 beneficiaries.
