Right to an inclusive supplement

An inclusive supplement is a cash allowance intended for a person with disabilities to overcome various obstacles that may hinder his full and effective participation in society on an equal basis with others

The right to an inclusive supplement shall be recognised as a percentage of the base of EUR 120.

An inclusive supplement is a cash allowance intended for a person with disabilities to overcome various obstacles that may hinder his full and effective participation in society on an equal basis with others.

The aid is classified into five levels based on the list of types and severity of disability - functional impairment defined by regulations governing expertise and methodology of expertise, and the amount of the inclusion supplement is determined according to a certain level of support and amounts to:
  1. 600% of the base for the first level of support
  2. 400% of the base for the second level of support
  3. 360% of the base for the third level of support
  4. 135% of the base for the fourth level of aid
  5. 115% of the base for the fifth level of support.

The right to an inclusive supplement of levels 1, 2 and 3 shall be granted:
  • an adult with physical, mental, intellectual or sensory impairment who has been diagnosed with a third or fourth degree of severity of disability-functional impairment in accordance with the regulations on expertise and methods of expertise and who has the status of a disabled person in accordance with the law governing the register of persons with disabilities
  • a child with physical, mental, intellectual or sensory impairment who has been diagnosed with second, third or fourth degree of severity of disability-functional impairment in accordance with the regulations on expertise and methods of expertise regardless of the status of the person with disabilities.

The right to an inclusive supplement of levels 4 and 5 shall be recognised:
  • an adult and a child with physical, mental, intellectual or sensory impairments that determine the second or third degree of severity of disability-impairments of functional abilities according to the regulations on expertise and methods of expertise regardless of the status of the person with disabilities.

The right to an inclusive supplement shall not be granted to a person:
  • who has been granted accommodation or organised housing in accordance with the provisions of the law governing social welfare activities or other regulations
  • who receives personal disability in accordance with special regulations
  • which receives the assistance and care allowance in accordance with special regulations, except for beneficiaries who obtained the right to assistance and care in accordance with pension and disability insurance regulations which were in force until 31 December 1998.
In addition, the right to an inclusive supplement for level 4 and level 5 of aid shall not be granted to a person:
  • owned by another flat or house, other than an apartment or house used for housing, which can be disposed of or rented out, thereby providing the means for full and effective participation in society on an equal basis with others
  • which owns office space which it does not use for performing the registered activity
  • who is provided with accommodation in a social welfare institution and other social service providers, in a health or other institution or organised housing, in accordance with the provisions of the law governing social welfare activity or other regulations.
 

Exercise of rights

The potential beneficiary must submit an application to the competent regional office of the Croatian Social Labour Institute. In the procedure of recognising the right to an inclusive supplement, the Croatian Social Labour Institute determines the level of support based on the findings and opinions of the Institute for expertise, Professional rehabilitation and Employment of persons with disabilities in accordance with the regulations governing the expertise and methodology of expertise, and decides on the right to an inclusive supplement by a decision.

All beneficiaries of the right to child allowance for children with impaired health, severe or severe disabilities they are entitled to under the child allowance Act, beneficiaries of the right to unemployment benefit for persons with disabilities they are entitled to under the Labour market Act, beneficiaries of the right to the assistance and care allowance and personal disability allowance they are entitled to under the Social Welfare Act who were beneficiaries of those rights on 31 December 2023, the procedure for determining the fulfilment of the conditions for the recognition of the right to an inclusive supplement will be carried out ex officio by the Croatian Institute for Social work, and they do not have to apply for the recognition of the right.
 

Suspension of rights

The beneficiary of the right to an inclusive supplement which is on imprisonment, in a health institution and stay abroad for a continuous period of more than six months is entitled to an inclusive supplement.
