Priority candidate status when seeking employment

You may exercise the right to priority candidate status when seeking employment under the same conditions, in bodies and legal entities set out in the Act

State administration bodies, judicial authorities and other state bodies, public administration bodies, public services and public institutions founded or co-founded by the Republic of Croatia, municipalities, cities, counties, extra-budgetary and budgetary funds, legal entities owned or predominantly owned by the Republic Croatia and legal entities owned or predominantly owned by local and regional self-government units and legal entities with public authority are required, when recruiting employees, to give priority under the same conditions to the following unemployed persons in the following order:
  • child of a deceased Croatian Homeland War veteran, missing Croatian Homeland War veteran and Croatian veteran without both parents or without parental care
  • child of a deceased Croatian Homeland War veteran and missing Croatian Homeland War veteran
  • a disabled Croatian Homeland War veteran
  • member of the immediate and extended family of a deceased Croatian Homeland War veteran or a missing Croatian Homeland War veteran
  • a Homeland War military volunteer in order from longer to shorter time of participation in defending the sovereignty of the Republic of Croatia
  • Croatian Homeland War veteran, in the order of longer to shorter duration of participation in defending the sovereignty of the Republic of Croatia
  • child of a deceased disabled Croatian Homeland War veteran, if they are a beneficiary of the guaranteed minimum allowance
  • child of a Homeland War military volunteer, if they are a beneficiary of the guaranteed minimum allowance
  • child of a deceased Croatian Homeland War veteran who participated for at least 100 days in the combat sector, if they are a beneficiary of the guaranteed minimum allowance
  • child of the Croatian war disabled from the Homeland War, if the parent and/or child are beneficiaries of unemployment benefits referred to in Article 107 of this Act or guaranteed minimum benefits;
  • child of a Homeland War military volunteer, if the parent and/or child are beneficiaries of unemployment benefits referred to in Article 107 of this Act or guaranteed minimum allowance and
  • child of a Croatian Homeland War veteran who participated for at least 100 days in the combat sector, if the parent and/or child are beneficiaries of unemployment benefits referred to in Article 107 of this Act or guaranteed minimum allowance.
Exceptionally, if you fall within one of the above categories, you may also exercise the right to priority candidate status when seeking employment under the same conditions if you are employed in jobs that do not correspond to your professional qualifications or when filling a vacancy based on an internal vacancy notice.

If you are invoking your priority candidate status when seeking employment, you should enclose with your application to a vacancy notice or advertisement the following: 

Application for inspection

If you believe that your right to priority candidate status when seeking employment has been violated, you may, if the employment is based on a decision within 30 days from the day of appealing the decision on admission of the selected candidate, submit a petition to the administrative inspection for inspection or if the employment is based on an employment contract, you may submit a request to the competent inspection to carry out supervision within 30 days from the date of delivery of the notice of employment contract with the selected candidate or within 30 days of learning of the conclusion of the employment contract with the selected candidate, and no later than six months from the conclusion of the employment contract with the other candidate.
