POS – Rental of real property

Find out how you can rent or purchase an apartment constructed as part of state-subsidised housing construction through APN

Under the Act on State-Subsidised Housing Construction, it is permitted to rent out constructed POS apartments, with a rent to purchase option, to citizens – nationals of the Republic of Croatia for the purpose of solving their housing needs.

The rental programme for apartments, accompanying parking spaces and garages is implemented by the Agency for Transactions and Mediation in Immovable Properties (APN) and public institutions (Agency for State-Subsidised Housing Construction of the City of Dubrovnik, Agency for State-Subsidised Housing Construction of the City of Koprivnica, Agency for State-Subsidised Housing Construction of the City of Rijeka and the Public Institution “City Apartments” of the City of Varaždin) under the POS Programme.

The rent amount is determined by the Board of Directors of APN or the relevant public institution, on the basis of calculated construction costs and an appropriate period for repayment of invested public funds, separately for each location, while the funds from rental of property are paid to a special account of APN or the relevant public institution, which uses them exclusively for further state-subsidised housing construction.

Priority

If a local self-government unit is participating in the construction of rental apartments, the requirements, criteria and procedure for establishing a priority ranking list for renting apartments are prescribed by the representative body of that local self-government unit, i.e. municipal or city council, subject to the approval of APN or the relevant public institution, and the decision on the priority ranking list for renting apartments according to which APN or the relevant public institution rents out apartments is passed by the executive body of the local self-government unit, i.e. mayor or head of municipality.

If a local self-government unit is not participating in the construction of rental apartments, APN or the relevant public institution will plan the construction of apartments within the scope defined by the ordinance specifying the requirements, criteria and procedure for establishing a priority ranking list for renting apartments.
