Parking Card for Persons with Disabilities
A disability parking card allows parking for vehicles transporting persons with disabilities at parking spaces specifically marked for that purpose
A disability parking card is valid only when a person with a physical disability rating of 80 per cent or more or a person with lower extremity damage rating of 60 per cent or more operates or occupies the vehicle. A vehicle of an organisation of persons with disabilities also has the right to display the disability parking card.Vehicles of persons with disabilities, as well as vehicles of organisations of persons with disabilities, may be marked with the international disability sign, and such persons and organisations can exercise their parking rights only based on a decision on the disability parking card issued by the competent authority on behalf of the person with a disability (with a physical disability rating of 80 per cent or more, or persons with a lower extremity damage rating of 60 per cent or more) or an organisation of persons with disability for a period of five years, by producing the disability parking card.
Request for Issuing a Disability Parking Card
Persons with disabilities shall submit a request for issuing a disability parking card to the City of Zagreb administration office responsible for traffic. Along with the request, they shall also submit the report and the opinion of the Institute for expertise, professional rehabilitation and employment of persons with disabilities. Fines are imposed on legal entities and responsible persons within the legal entity and within the authority of the local and regional self-government unit, who issue disability parking cards to non-eligible persons.
A person without disabilities cannot benefit from the rights conferred by the disability parking card.
Fines are imposed on natural persons who allow their disability parking card be misused by others or they themselves misuse it. A disability parking card of a natural person who twice or more receives a final court decision for the said infringements shall be temporarily suspended for a period of two years.

A driver shall not stop or park their vehicle at the space reserved for parking of disabled persons’ vehicles, and if they do so, a fine of 92,91 EUR (HRK 700.00), shall be imposed on them. A police officer or an officer of the local self-government unit shall order a vehicle to be removed to another space if it has been stopped or parked at the space reserved for stopping and parking of vehicles of persons with disabilities.Police officers in the field supervise improper use of the disability parking card and continuously visit parking spaces intended for vehicles of persons with disabilities and sanction all unmarked and improperly parked vehicles occupying such spaces.
