START—one-stop shop for entrepreneurs

The service can also be accessed directly via the e-Citizens portal by selecting it in the Catalogue of Services under the topic Business or using a direct link

With START you can completely electronically enter your company in the court register (Ministry of Justice and Public Administration) and the register of business entities (Central Bureau of Statistics) or enter your trade business in the register of trades and crafts (Ministry of Economy and Sustainable Development) and the register of taxpayers (Tax Administration), as well as perform these actions:

  • Register with the VAT register and/or obtain a VAT ID number (Tax Administration)
  • Submit a request for opening a bank transaction account
  • Register in the system of the Croatian Pension Insurance Institute

START offers a completely digitalised process of starting a business. Users do not have to deliver hard copies of their documentation to the competent institutions.

Court and administrative fees and share capital can be paid electronically with a bank card.

Minimum information needs to be provided online and just once, while START takes care of the rest. It exchanges this information with the linked institutions, which then issue documents and deliver applications into the system, where the user can download electronic copies.

When you are incorporating a company with START, you will not have to pay notary public certifications of the acts, and the court fees are 50% lower than for other ways of incorporation.

Since the START system is currently available only for Croatian citizens, citizens of other countries have to register their company by visiting the service or a commercial court, as well as a notary public in person.
