START - one step to business

The service can be accessed via the e-Citizens portal, by selecting the service in the Service Catalog under the topic Business, or directly at the link start.gov.hr

START combines several steps and procedures necessary to start a business, and the competent institutions and banks into one electronic entity, while users choose procedures according to their needs.

Through the START information system, in addition to the mandatory registration of a company in Court Register (Ministry of Justice, Administration and Digital Transformation) and Register of Business Entities (Croatian Bureau of Statistics) or the registration of a trade in Trade Register (Ministry of Economy) and Register of Taxpayers (Ministry of Finance, Tax Administration), user can also choose the following  optional services:

• registration in the register of VAT payers and/or assignment of a VAT ID number (Ministry of Finance, Tax Administration),
• submission of a request for opening a transaction account for a business entity (bank),
• registration of users in the HZMO system,
• registration in the Register of Beneficial Owners.
Payment of court fees and share capital is made electronically, by payment cards.

The user only enters data that are not not available to the system in registers and databases.

Institutions submit issued documents and/or data to the system, and the user downloads them in electronic form.

When establishing a company through START, there is no cost for notarization of documents, and the court fee is 50% compared to using other ways to establish a company.

The START  can only be used by Croatian citizens. Foreign citizens can initiate the establishment of a company by visiting a notary public or at HITRO.HR service, while EU citizens can also  establish a company electronically, remotely, by registering with the credentials of the country of residence via E-Court Register.
