Frequently asked questions

Answers to questions frequently asked by users of e-Citizens are available here

What is a digital credential?
A digital credential is a means to prove (recognise) an electronic identity (e.g., user name/password, mobile phone token, digital certificate, etc.). A digital credential serves as a means to sign up for an electronic service.
What is NIAS?
NIAS is a system that represents a central point of identification and authentication of users when signing up for an e-service. Its primary function is to safely and reliably provide the service of electronic identification and authentication by using a digital credential.
If I am using a bank credential to sign in, what information does the bank submit to NIAS?
Banks submit only the PIN and the name and surname of the person signing in, as do all other issuers of digital credentials that submit information to NIAS.
Are electronic records (documents) obtained via electronic services in e-Citizens legally valid?
The documents generated by e-Citizens are just as valid as those in written form. Each document generated by e-Citizens contains instructions for verifying the authenticity of the document, so that the official accepting the document can perform the verification by entering the number of the record and the control number located in the electronic record.

Public administration bodies are required to accept electronic records under the National Information Infrastructure Act (OG 92/2014) and the Regulation on Organisational and Technical Standards for Connecting with the National Information Infrastructure (OG 60/2017).
Can the system forward a message from the user inbox to my private e-mail?
The system cannot forward a message from the user inbox to your private e-mail, but it can send a notification of a received message in the user inbox. You can activate the delivery of notifications to your private e-mail in the user inbox under the Settings option.

With which digital credentials can I use all electronic services?

The highest security level credentials, such as an electronic ID card (eOI) allow access to all services. In order to use an eOI, it is necessary to have a smart card reader. You can find other high security level credentials on the list of accepted credentials.
Where can I get a smart card reader?
If your computer is not equipped with an integrated reader, an external USB smart card reader can be purchased at Croatian Post (Hrvatska pošta) offices or other IT equipment stores.

The smart card reader must meet the minimum technical specifications that you can find on the eOI Portal.
