Issuing Passport through e-Citizens

Adult citizens of the Republic of Croatia to whom a passport has already been issued and who possess an electronic identity card (eOI) not older than one year and bearing the identification and signature certificates may submit an application for the issuance of a passport electronically 

Such an application may be submitted only for the issuance of a passport through regular procedure, regardless of whether the applicant is a permanent resident of Croatia or not.

If the applicant is a permanent resident of Croatia, the passport can be collected in person at the competent police department/station or delivered to the address of their permanent or temporary residence; applicants who are not permanent residents of Croatia should select the police department/station to which they will address the e-Application and to which the passport will be delivered.

Submission of an application for the issuance of a passport through the e-Citizens portal (e-Requests) also implies payment of the costs of issuing a passport and of the administrative fee via the service e-Fees. Namely, the following amounts must be paid:

-  42.47 EUR for the costs of the passport issuance or
-  46.45 EUR for the costs of the passport issuance, which is to be delivered to the address of the applicant’s place of permanent or temporary residence at request.
 
During the transitional period, other options for paying costs of passport issuance and administrative fees will still be available. In case the applicant opts for one of the other payment methods available and not the e-Fees service, he or she shall be required to attach to the application scanned money orders or some other proof of performed payment.

Application for the issuance of a passport submitted through e-Citizens portal does not require a photograph to be enclosed as the photograph, fingerprints and signature are copied from the Ministry of the Interior’s database, which handles them during the e-Identity card issuance process.

The application is signed by qualified electronic signature through the electronic identity card.
 
In addition, the parent or guardian of a child to whom a passport has already been issued may submit an application for the issuance of the child’s passport in a regular procedure through the e-Citizens portal by using the electronic identity card that bears a qualified signature certificate. Another requirement is that in the past year, the child was issued an identity card for the issuance of which a photograph had to be attached to the application for issuance of the identity card and that the child’s appearance has not significantly changed. When it comes to a child of 12 years of age or more, it is necessary that the child has already been issued an identity card, that in the past year, the child was issued an identity card for the issuance of which a photograph had to be attached to the application, that the child’s appearance has not significantly changed and that the child’s fingerprints were taken and that he/she provided a handwritten signature within the procedure of issuing an identity card.
 
If a parent who wishes to submit an application for issuing a passport to their child through the e-Citizens portal does not meet the conditions for independent submission of an application for the issuance of a passport to the child, the other parent must grant a consent for issuing a passport to the child portal e-Citizens using an electronic identity card.
 
If a parent who wishes to submit an application for issuing a passport to their child through the e-Citizens portal meets the conditions for independent submission of an application for the issuance of a passport to the child, he/she must enclose scanned documents issued by the competent authorities proving that the other parent has died or been declared dead, that the other parent is deprived of legal capacity in the part relating to obtaining a travel document, that he/she independently exercises parental care in full or in that particular part on the basis of a court decision, or that the other parent’s right to exercise parental care has been suspended on the basis of a court decision.
