Obligations before the commencement of construction works

Before the commencement of construction works, you must submit a notification for the commencement of construction, secure the construction site, and mark it properly

You have the obligation to officially report the commence of construction works in writing, or electronically via the e-Permit system, to the competent office for construction and physical planning no later than eight days before the start of construction. You will find a list of competent offices on the Ministry of Physical Planning, Construction and State Assets website.

In the notification of commencement of construction, the investor must indicate the class, register number and date of issue of the building permit, the contractor, and the supervising engineer, and attach to the application evidence that the building plot was formed in the cadastre, if a construction work is built for which the building plot is established.

The competent office for construction and physical planning shall, within five days from receiving the notification of the commencement of construction works, notify thereof, via an electronic notice board, the Ministry of the Interior, the building inspection and the labour inspection.

Setting-out of the construction work

Prior to commencing construction, the investor shall ensure that staking out of the construction work is performed. Staking out of the construction work means drawing of the layout of the outer contour line of the construction work on the construction site, that is, determining the exact location on the building plot on which the construction work will be built. The list of certified surveyors, members of the Croatian Chamber of certified geodetic engineers, is available through the e-Permit system.

Securing and marking of the construction site

The site must be secured and fenced off in order to ensure the safety of passers-by and to prevent uncontrolled access of people to the site. In the case of suspension of construction, the investor shall take measures for ensuring the safety of the construction work and adjoining construction works, land and other objects.
 
The site shall be fenced and marked by a board which shall mandatorily include the name or the corporate name of the investor, the designer, the contractor and the person performing professional supervision, the name and type of the construction work which is being built, the name of the authority which issued the building permit, its classification mark, register number, date of permit issuance and finality or enforceability, and the notification date of construction works commencement.
 
If the construction work on which works are being performed is registered in the Register of Cultural Goods of the Republic of Croatia, the board shall also include the indication that it is a cultural good.

Period for completion of construction 

The construction of a family house must be completed within seven years from the date of notification of construction commencement.
 
Time limits for completion of construction shall commence on the date of notification of construction commencement and shall not apply to specific buildings that are individually protected as a cultural good. Amendments to the building permit shall have no effect on the prescribed time limits.
