Education of pupils belonging to the Roma minority
The National Plan for Roma Inclusion for the period from 2021 to 2027 and the accompanying Action Plan for 2021 and 2022 are basic documents that contain measures and activities for the inclusion of members of the Roma national minority in the educational system and providing support at all levelsBased on the National Strategy for Roma Inclusion for the period from 2013 to 2020, the Ministry of Education and Science implemented a range of activities from the pre-school, primary school to the higher education level and the education of adults. The evaluation of the Strategy showed that the strategic part of the education system showed the best results in the inclusion of the Roma children and pupils in the education system and all activities are included in the new National Plan for Roma Inclusion for the period from 2021 to 2027.
The Ministry of Education and Science has designed the Programme of Support in Education for the Persons Belonging to the Roma Minority for the period from 2021 to 2023. The government of the Republic of Croatia, at its meeting held on 4 March 2021, adopted a Decision on the Adoption of the Programme of Support in Education for the Persons Belonging to the Roma Minority for the period from 2021 to 2023 (Official Gazette no. 23/2021). The objective of the programme is to provide support to the inclusion of the children and pupils of the Roma minority in the education system on all levels in order to ensure the conditions for the improvement of their education achievements and a more successful socialisation. The programme was defined based on the experiences in the implementation of the previously mentioned strategic documents of the Government of the Republic of Croatia and the analysis of the available data on the inclusion in the education system and on achievements of the persons belonging to the Roma minority.
The Ministry of Education and Science implements the following measures/activities to achieve the defined objectives: co-financing the parental share in the economic price of pre-school education, co-financing pre-school programmes, providing Croatian language classes to students who do not speak Croatian at all or do not speak it good enough, providing after school care, residential outdoor schools/classes outside of the classroom, school trips, graduation trips, summer schools, provision of high school and university scholarships for Roma pupils and students, provision of accommodation in pupil and student dormitories and co-financing of literacy classes and training for Roma adults.
